That's a different problem that Britain faces.
There it's not about population per say, that's more about population distribution relative to education and income.
As James has pointed out education could have an impact. The problem that we face in this country is that the educated and those with means are not having children (or as many) and those who spurn education or any type of contribution to society are popping them out like it's going out of business and of course expecting the rest of us to pick up the bill.
I'm sure that you have an explanation for all of this James, but this one is a bit more close to home and contreversial
