The Chancellor's plans, while far ranging, will not do enough to lift us out of the downturn.

I do not believe that deferring tax rises will stimulate the economy, given the potential impact of deflation. When consumer spending power eventually is restored, we will be hit by tax rises.

All of which means now is the time to start saving.
