The government is facing the twin perils of falling tax revenues (£125bn according to reports) and rising benefit outlays.

Throw in record levels of borrowing by the state, it seems as though Gordon Brown has no option other than to increase tax.

To put it another way: To cover the lost tax revenues alone, an extra 2.5p in the pound would be required.
